Like Kuvira doesn’t consider herself an earth bender. She considers herself a metal bender first. That’s why she looks at the rock and automatically uses metal instead of thinking gee I could just bend that. It’s how she identifies. She’s pretty much forgotten the core of her bending abilities. She thinks her way of bending is better than the actual origin where it came from.

She represents Fascism, which preached being “better” and “pure.”

So it only makes sense that she’d consider Earth Bending beneath her and resort to such an extra move. Metal is purified from the earth, it’s why it took thousands of years for Earth Benders to figure out how to Metal Bend. Earth Bending became archaic, as did the peacefulness of that nation in Kuvira’s eyes. Metal is “pure,” she considered her movement “pure.” She wouldn’t resort to Earth Bending because it was “unpure”
